These reports show overall SNH performance towards the corporate targets that applied at the time. 
From April 2007, performance is measured against local targets (“achievable at a stretch”) rather than the same corporate targets being imposed across the board, regardless of how easily they can be achieved locally.   This means that SNH is focusing more on continued improvement in performance than in specific corporate targets.
