SNH’s Report to Government on the Ministerial Proposal for a National Park in Cairngorms

The formal Ministerial Proposal to create a National Park in the area of the Cairngorms was made on 19 September 2000.A Requirement under section 3(1) of the National Parks (Scotland) Act 2000 was published on the same day requested that SNH consult on this proposal and then report back to the Scottish Parliament. SNH was required to consult on the following matters:

  • the case for the park;
  • the area of the Park;
  • the functions of the Park Authority;
  • the membership of the Park of Authority;
  • the name of the National Park and other issues considered important by consultees;
  • the costs and capital expenses of the Authority .

Following an extensive period of public consultation between 12 December 2000 and 30 April 2001 SNH presented the first of four reports on the proposal for a National Park in the area of the Cairngorms to Ministers on 21 August 2001.

This report contains the conclusions of the Reporter on the key issues for consideration by Ministers. Additionally it sets out SNH's own views as statutory advisor on natural heritage issues. An Executive Summary Report icon.gif (228 bytes) is also available.

This report was produced by the facilitators who were contracted to co-ordinate local aspects of the consultation exercise. It presents an evaluation of the consultation exercise in the Cairngorms area and pointers for how the process could be improved.


icon.gif (228 bytes)Report 4: An independent assessment of the consultation on the proposed National Park for the Cairngorms

An independent evaluation of the public consultation exercise was undertaken by a post-graduate student at the Department of Social Anthropology, University of St Andrews. The author is an employee of Parks Canada, the Canadian National Parks Service.

We have now distributed copies of Report 1, Report 2, Report 3 and Report 4 to individuals and organisations who were involved in the consultation exercise. If you would like to request copies, please send your name and address to dominique.brunning@snh.gov.uk (or Scottish Natural Heritage, 17 Rubislaw Terrace, Aberdeen, AB10 1 XE). The other three supplementary reports will be published shortly. We do not propose to send these further reports to all those who responded but we will be making copies available to all partner organisations of the Cairngorms Partnership and to Community Councils and Associations in and around the area.
